Target Participants and Entry Requirements
The qualifications are for existing and aspiring team leaders and/or first line managers in local government. Applications are welcome from employer authorities and from self-funded candidates.
Access to the programmes couldn't be easier. There are:
- no formal entry requirements
- no set start dates (any number of candidates can begin any time)
- no requirement to attend in-house or college training events.

Level 3 profile
The learning programme is particularly suitable for candidates whose jobs reflect (or are likely to reflect) the work characteristics identified in the profile below. These characteristics are a general guide and not intended to be definitive or imply that each one must be met.
Level 3 is generally appropriate for officers who are likely to access and evaluate information independently and make reasoned judgements. Such officers have to apply skills and knowledge over a broad range of often complex and/or non-routine activities, including being instrumental in supporting workplace change. With a knowledge of relevant theories, they operate in both familiar and unfamiliar contexts and are generally self directing (with appropriate guidance and evaluation). Normally, they have specific personal responsibilities coupled with responsibility for the control or guidance of others.
